Social insurance in Japan bundles health insurance (健康保険) and employees' pension (厚生年金保険); employers notify the Japan Pension Service (日本年金機構) of employee events electronically via e-Gov (authenticated with GビズID) or the 届書作成プログラム. This is distinct from labour insurance (労働保険: workers' comp + employment insurance, filed separately). Field names below follow the notification structure.
When this applies
- An employer files a 資格取得届 (qualification acquisition) when an employee starts (within 5 days), a 資格喪失届 (loss) when they leave, and remuneration notifications — the 算定基礎届 (annual standard-remuneration base, July) and 月額変更届 (when remuneration changes significantly).
- Bonuses are reported via the 賞与支払届.

Data rules
- Standard monthly remuneration (標準報酬月額) is determined by mapping actual remuneration onto the grade table (等級); premiums = standard remuneration × the health and pension insurance rates (rates vary by prefecture/health-insurance society and year — verify).
- 資格取得 within 5 days of the employment start; 資格喪失 on separation; the 月額変更届 is filed when remuneration changes by the threshold number of grades for the required consecutive months.
- Identify the employee by 基礎年金番号 and/or マイナンバー (My Number); the employer is identified by the office record symbol/number.
- 算定基礎届 (July) reports April–June remuneration to set the standard remuneration for the year.
- Submitted via e-Gov (GビズID authentication) or generated with the 届書作成プログラム as the prescribed CSV/XML; an electronic receipt (公文書) is returned.
Worked example (資格取得届 — outline)
Employer: 事業所整理記号 12-ABCDE, GビズID account
Employee: 山田 太郎 (ヤマダ タロウ), DOB 1990-04-01, 基礎年金番号 1234-567890, 男
Event: 資格取得 (acquisition), date 2025-05-01, reason = 新規採用
Remuneration: 月額 300,000円 → 標準報酬月額 等級 (mapped from the grade table)
Dependents: 配偶者 1 (被扶養者届 attached if applicable)
Emitted as the e-Gov 資格取得届 (CSV/XML) and submitted to the Japan Pension Service.
Validation checklist
- Correct notification type (資格取得/資格喪失/算定基礎/月額変更/賞与) and current e-Gov format/届書作成プログラム version
- Employer office identifiers and GビズID present
- Employee identified by 基礎年金番号 / マイナンバー; name in kanji + kana, DOB, sex
