When this applies

Data rules
- Identifiers: the establishment is keyed by the survey-issued 調査対象者ID; some surveys also collect the 法人番号 (13-digit corporate number). Use the 日本標準産業分類 (JSIC) code where the survey requires industry classification.
- Units matter: many economic surveys report monetary amounts in 千円 (thousands of yen) — read each item's stated unit and round to whole units of that unit (no decimals for JPY-based figures).
- Coverage / boundary: report for the establishment or enterprise exactly as the survey defines the unit (事業所 vs 企業); match the survey's reference period (報告対象期間) precisely.
- Internal consistency: totals must equal the sum of their components (e.g. 売上高 by segment), and cross-item checks built into the questionnaire (e.g. employees ≥ 0, output ≥ shipments relationships) must pass.
- Zero / not-applicable items follow the survey's convention (report 0 vs blank); file a nil return if required even when there is no activity.
- The CSV layout (column order, codes, header) must match the survey-specific template distributed for that round.
