Build the Polish Annual Labour Report (GUS Z-06)
Skill: Convert annual employment and wage data into the GUS Z-06 statistical report
Region: Poland (Polska) Category: Government / statistics — GUS (statystyka publiczna) Does: Takes annual labour data — average paid employment, headcount, working time, gross wages and salaries by component, and persons by category — and assembles the Z-06 report ("Sprawozdanie o pracujących, wynagrodzeniach i czasie pracy"), submitted electronically through the GUS Portal Sprawozdawczy. Spec: Główny Urząd Statystyczny (GUS) — Z-06 annual statistical form (current edition)
Z-06 is GUS's annual return on employment, wages and working time. It reports persons employed (pracujący) and average paid employment, the structure of gross wages (base pay, bonuses, overtime, awards, allowances), hours worked and not worked, and employment by category (full/part-time, women, by ownership/PKD). Field names below follow the form sections, not a verbatim XSD.
When this applies
- Enterprises and institutions selected by GUS into the Z-06 survey (notified via the Portal Sprawozdawczy), across sectors above the survey thresholds.
- Filed annually for the prior calendar year, electronically via the Portal Sprawozdawczy, by the GUS deadline (shown per survey in the portal, typically early in the following year).
Structure (FORM → REPORT)
Header unit: REGON, name; reference year; predominant PKD code; ownership sector
Dział 1 Pracujący (persons employed) at year-end and average; women; full/part-time
Dział 2 Przeciętne zatrudnienie (average paid employment) for the year (in FTE/persons)
Dział 3 Gross wages and salaries (wynagrodzenia brutto) by component:
base pay, overtime, bonuses/awards (nagrody), allowances, 13th-month
Dział 4 Working time: hours paid, hours worked, hours not worked (leave, sickness)
Dział 5 Selected categories: persons by age/education, disabled, foreigners (where requested)
Data rules
- Average paid employment computed by the standard GUS method (e.g. arithmetic mean of monthly averages); reconcile with the monthly figures reported during the year (DG-1).
- Gross wages reported by component on a whole-year accrual basis; reconcile the total with payroll ledgers and with PIT-4R/ZUS where feasible.
- Working time in hours; hours not worked split by reason (urlop, choroba, etc.).
- Headcount vs FTE — distinguish persons employed (pracujący) from average paid employment (przeciętne zatrudnienie); part-time converted to FTE where the form requires.
- Amounts in thousands of złoty (tys. zł) per the form's units; report zeros explicitly for applicable nil items.
Worked example (outline)
Z-06 — REGON 012345678, year 2025, PKD 25.62.Z
